Does PPWR apply to you?

Obligations are not only for packaging producers. It is enough that you pack, import or sell products in packaging.

  • Manufacturer

    Do you pack your own product in packaging carrying your name or logo? You need technical documentation and an EU declaration of conformity for every packaging unit.

  • Importer

    Do you import packed products from outside the EU? You verify that the manufacturer has met its obligations. ELO walks you through the Article 18 checklist.

  • Distributor and e-shop

How it works

From packaging to finished documents in four steps

  1. Register the packaging

    Components, materials, weights, dimensions and the markets you supply.

  2. Request data from suppliers

    What you do not know yourself, the supplier adds through a secure link directly to your packaging.

  3. Assess conformity

    ELO selects the requirements that apply to your packaging and records the result and the source of the assessment for each one.

  4. Generate documents and the QR code

    Technical documentation, the declaration of conformity in the language of each market and a QR code for the pack.

Public packaging page

One QR code on the pack, a page for everyone

The QR code leads to a permanent packaging page with the manufacturer’s identification details under Article 15, the packaging composition and instructions on where each component should be disposed of. It is shown in English, German, Slovak and Czech.

Customers and business partners can send an enquiry straight from it: a request for the declaration of conformity, a sample or a quote. The address never changes, so you do not have to replace the code on the pack after updating the data.

The page is not the harmonised labelling under Article 12, which applies from 12 August 2028.

Supplier portal

Data from suppliers without chasing e-mails

The conformity assessment needs data that often only the packaging supplier has: material, weight and the heavy metals analysis (lead, cadmium, mercury, hexavalent chromium), and for food contact packaging also PFAS.

You request it through the supplier portal under Article 16. The supplier gets a secure link and uploads the data and documents directly to your packaging. You simply see who has replied and who you are still waiting for.

Frequently asked questions

Can I buy the PPWR module without waste records?

Yes. The PPWR licence is independent of the waste records plan, you can buy the module on its own.

What is a packaging unit?

A specific packaging you place on the market, for example the bottle or box your product is sold in. Every packaging unit needs its own technical documentation and its own declaration of conformity, one declaration for the whole range is not enough.

What do I get in the free version?

You try the whole process on 1 packaging unit: register, conformity assessment, portal for 3 suppliers and documents. The documents carry a sample watermark. The free version has no time limit.

I do not know how many packaging units I have. What now?

Call us and we will go through it with you. Consultations are included in every plan.

I have more than 50 packaging units.

In which languages can I generate the documents?

In the 22 languages of EU markets, so for every market you supply your product to.

Does artificial intelligence decide on conformity?

No. The conformity assessment follows the requirements catalogue of the regulation, so the result is always the same and you can defend it during an inspection. The documentation records who carried out the assessment and, for each requirement, whether it was done internally or externally.

Is the ELO app available in English?

Yes. The PPWR module, registration, menus and your profile are in English. When you sign up from this page, your account opens in English, and you can switch the language at any time in your profile.
